Applied Behavior Analysis (ABA) and the IEP Process: What Parents Need to KnowApplied Behavior Analysis, commonly called ABA, is a therapy
based on the science of learning and behavior. It focuses on understanding how
behavior works, how it is affected by the environment, and how learning takes
place. ABA is frequently used to support children with autism and other
developmental disabilities. Through structured teaching, reinforcement, and
data collection, ABA aims to improve communication, social skills, daily living
skills, and reduce behaviors that interfere with learning. ABA is often recommended as part of a comprehensive
educational program for students with autism. However, many parents are unsure
how ABA fits into the special education process or how to request it through an
Individualized Education Program (IEP). Understanding a few key steps can make
a significant difference. Does the Parent Believe the Child Needs ABA? The starting point is the parent’s own observations and concerns. Parents see their children across environments and often have the clearest understanding of their needs. If a child struggles with communication, behavioral regulation, learning readiness, or social interaction, ABA may be an appropriate intervention to consider. Parents should ask themselves whether ABA services would
meaningfully help their child access learning and develop necessary skills. If
the answer is yes, that belief matters and should be clearly expressed during
the IEP process. Are There Evaluations That Recommend ABA? Recommendations from qualified professionals can be extremely important. Neuropsychological evaluations, developmental pediatric evaluations, and behavioral assessments frequently address whether ABA services are appropriate. If an evaluation recommends ABA, parents should provide the report to the school district and ensure it is discussed at the IEP meeting. These recommendations create a documented basis for considering ABA services as part of the child’s educational program. Bring the Experts to the IEP Meeting If possible, parents should ask their child’s Board Certified Behavior Analyst (BCBA) or neuropsychologist to attend the IEP meeting. Their participation can be very helpful. These professionals can explain the child’s needs, describe why ABA may be appropriate, and respond directly to questions from the IEP team. Their expertise can provide important context that the school team may not otherwise consider. Even if they cannot attend in person, a written statement or participation by phone can still be valuable. The Parent Should Request ABA at the IEP Meeting If parents believe ABA is necessary, they should clearly request it during the IEP meeting. This can include requests for ABA services, consultation with a BCBA, or ABA-based instruction within the classroom. It is important that the request is stated clearly and that it becomes part of the meeting discussion. If the IEP Team Refuses to Include ABA In New York City, requests for ABA are frequently denied. Parents should not be surprised when this happens. However, if the team refuses to consider or include ABA services, the parent should immediately ask for a clear explanation. Ask the team to explain: Why ABA is not being recommended What data or evaluations they relied on in reaching that decision Whether the district conducted or relied on a behavioral assessment
Request that the explanation be documented in the meeting notes or prior written notice. This creates an important record of the district’s reasoning. A Final Reminder: Document Everything I say this constantly and I will keep repeating it because it matters. Parents should always take contemporaneous notes during IEP meetings. Write down who attended, what was said, what services were requested, and how the school responded. Parents should also record the IEP meeting. In New York, though the regulations say that the district must be notified in advance, New York is a one-party recording state so it should be enough that you know you are recording. Recordings can become extremely valuable later if there is disagreement about what actually happened during the meeting. Documentation protects the parent, protects the child, and ensures there is a clear record of the decisions being made. The Bottom Line ABA can be an essential service for many students with autism and other developmental needs. If parents believe their child needs ABA, they should bring supporting evaluations, involve qualified professionals, make the request clearly during the IEP meeting, and insist on explanations if the district refuses.
